Here is the policy:

If the add-on was bought on or after July 1st, 2004: you are entitled to a free upgrade.
If the add-on was bought on or after February 1st, 2003: you are entitled to a paid upgrade.
If the add-on was bought before February 1st, 2003, you will need to buy a full license.
